Palm Islands Nature Reserve - Sustainable Blue Tourism in Lebanon

The Blue Tourism Initiative, in collaboration with its partner  IUCN Centre for Mediterranean Cooperation (IUCN-Med), is proud to announce the launch of its pilot projects in Lebanon, advancing sustainable tourism in the Mediterranean through innovative approaches at three exceptional sites:

  • Tyre Coast Nature Reserve,
  • Palm Islands Nature Reserve, and
  • Anfeh Salt Pans.

These projects go beyond site-specific efforts, integrating conservation and tourism to address regional environmental challenges while fostering resilience and community empowerment.

Palm Islands Nature Reserve

Project Title: Implementing Sustainable and Responsible Ecotourism in Palm Islands Nature Reserve
Duration: January 2025 – March 2026

Nestled six miles off the shore of Al Mina, the Palm Islands Nature Reserve is a sanctuary for migratory and wintering birds, as well as for turtle nesting, and seabird breeding. Remarkably, it is the only site in Lebanon and the Eastern Mediterranean where seabirds breed, highlighting its critical ecological significance. This initiative, led by the Palm Islands Nature Reserve Committee, focuses on balancing conservation and tourism to preserve the islands’ ecological integrity while fostering sustainable development.

Project Objectives

  1. Strengthen Governance and Management: Equip the Palm Islands Nature Reserve (PINR) management team with advanced skills in conservation strategies and ecotourism practices.
  2. Engage and Educate Stakeholders: Collaborate with diving clubs, boat operators, and fishermen to promote sustainable practices and their active involvement in conservation.
  3. Raise Tourist Awareness: Inform visitors about the reserve’s ecological significance and encourage responsible behaviour.
  4. Improve Visitor Management: Develop systems to manage visitor flow and protect the reserve’s natural resources during peak seasons.
  5. Generate Sustainable Income: Create revenue streams through innovative approaches like eco-friendly merchandise and equipment rentals.

Key Activities

  1. Educational Programs: Conduct training sessions and workshops for the PINR management team to enhance their conservation knowledge and decision-making skills.
  2. Stakeholder Collaboration: Host interactive workshops and field tours for local stakeholders to foster collaboration and compliance with conservation goals.
  3. Tourist Engagement: Launch an educational campaign, produce brochures and maps, and organise community events to raise tourist awareness about PINR’s significance.
  4. Visitor Flow Optimization: Implement a reservation system, create infrastructure on a secondary island, and conduct carrying capacity studies to ensure sustainable tourism.
  5. Revenue Initiatives: Establish a rental service for eco-friendly equipment, sell sustainable merchandise, and review entrance fee structures to generate ongoing financial support for the reserve.

  • Enhanced capacity of PINR’s management team to implement effective conservation strategies.
  • Increased awareness among stakeholders, leading to improved practices and compliance with PINR regulations.
  • Tourists educated on marine conservation, contributing to reduced ecological impact.
