Launching Sustainable Blue Tourism in Lebanon

The Blue Tourism Initiative, in collaboration with its partner IUCN Centre for Mediterranean Cooperation (IUCN-Med), is proud to announce the launch of its pilot projects in Lebanon, advancing sustainable tourism in the Mediterranean through innovative approaches at three exceptional sites:
- Tyre Coast Nature Reserve,
- Palm Islands Nature Reserve, and
- Anfeh Salt Pans.
These projects go beyond site-specific efforts, integrating conservation and tourism to address regional environmental challenges while fostering resilience and community empowerment.
Introducing Lebanon’s Pilot Sites
Tyre Coast Nature Reserve
Located in the historic city of Tyre, the Tyre Coast Nature Reserve is not only a haven for biodiversity and archaeological treasures but also a key contributor to regional conservation efforts. Its significance extends across the Mediterranean, serving as a vital site for protecting migratory species and showcasing the integration of ecological preservation with cultural heritage. This marine protected area is a critical nesting site for endangered migratory turtles and is home to underwater ruins that reflect the area’s rich cultural heritage. However, recent conflicts have damaged critical infrastructure and disrupted livelihoods.
Through the EcoPeace: Revitalizing Tyre Coast Nature Reserve through Conservation, Community Empowerment, and Sustainable Tourism project, implemented by the Tyre Coast Nature Reserve Committee, this initiative aligns with the overarching goals of the Blue Tourism Initiative by fostering resilience and sustainability at Tyre Coast Nature Reserve. This includes rebuilding essential infrastructure, enhancing community collaboration, and creating pathways for eco-tourism development.

Palm Islands Nature Reserve
Situated six miles off the coast of Al Mina, Palm Islands Nature Reserve is a haven for biodiversity and an essential node in regional biodiversity networks. Its critical role extends beyond Lebanon, contributing to Mediterranean-wide conservation efforts aimed at protecting migratory species and unique marine habitats. As Lebanon’s only seabird breeding site and a sanctuary for migratory birds and turtles, the reserve plays a critical role in conservation. However, it faces challenges related to visitor management and sustainable income generation.
The Implementing Sustainable and Responsible Ecotourism in Palm Islands Nature Reserve project is being implemented by the Palm Islands Nature Reserve Committee. This initiative aims to strengthen conservation management, educate and engage stakeholders such as diving clubs and boat operators, and implement responsible tourism practices. It also seeks to raise tourist awareness, optimize visitor flow, and develop sustainable revenue streams like eco-friendly rentals and merchandise sales to ensure long-term site preservation.
Anfeh Salt Pans
Dating back to Phoenician times, the Anfeh salt pans are a testament to Lebanon’s rich cultural heritage and its historical connection to Mediterranean trade and maritime culture. These salt pans not only reflect a legacy of traditional craftsmanship but also serve as a vital link in the shared history of the region. Once a cornerstone of regional trade, the salt pans remain vital for ecological well-being, serving as an important habitat for migratory birds. Despite their significance, the salt pans face challenges related to governance, environmental sustainability, and economic viability.
The Strengthening Tourism and Governance of the Cultural Heritage – Anfeh Salt Pans project is being implemented by Friends of Nature (FON). This initiative aims to enhance the governance and management of Anfeh’s historic salt pans, integrating them into broader conservation efforts.
It promotes sustainable tourism through guided cultural itineraries and media campaigns while supporting local salt artisans by improving visibility and integrating their work into the tourism economy. Key activities include the production of a video documentary, stakeholder training sessions, and a long-term social media awareness campaign to highlight the cultural and ecological importance of the salt pans.

Shared Objectives Across the Sites
While each site has its unique features and challenges, the Blue Tourism Initiative emphasises a unified strategic vision for Lebanon’s coastal and marine tourism. This vision focuses on:
- Strengthening Governance and Management: Building robust frameworks for collaboration and leadership to ensure the long-term preservation of natural and cultural resources.
- Promoting Responsible Tourism: Establishing practices that protect ecological integrity and cultural heritage, particularly during high tourism seasons.
- Empowering Local Communities: Creating opportunities for sustainable livelihoods through innovative tourism initiatives that directly benefit residents.
By fostering active partnerships with local communities, government bodies, and stakeholders, the initiative aims to integrate conservation and tourism into a cohesive model. This approach not only ensures the sustainability of current efforts but also sets a transformative example for marine tourism in the Mediterranean region.
