This policy brief draws on field experience from pilot projects across the Caribbean, Mediterranean and Western Indian Ocean. It identifies six key governance conditions for advancing sustainable blue tourism and translates lessons from locally led initiatives into policy priorities, highlighting the importance of cross-sectoral coordination, community participation, adaptive governance and institutional learning to scale sustainable practices.
